Black Harlequin appears in Millennium City as part of the "Attack of the Misfit Toys" Winter Event; he and his Misfit Toys have been spreading terror in the streets. Harlequin leads his smaller minions, as well as Clarence the Mechateddy, his newest toy, in attacks against Charity Workers positioned around the city to accept holiday donations.

Clarence and Black Harlequin will appear at any of the five Charity Worker locations found in Millennium City, where they will hold the personnel hostage as they terrorize the area.
